Whisk together the soy sauce, hoisin sauce, sesame oil, rice vinegar, minced garlic, grated ginger and red pepper flakes

Make the Sauce

Into a pan on medium heat, pour in oil. Add ground chicken and cook for 4 to 5 minutes.

Cook the Filling

Add in the peppers and onions and cook for 4 minutes. Pour over Sauce.
